Integrated Spatial Information Solutions Subsidiary Implements Emergency Management System for New York City's "Ground Zero"

FRANKFORT, Ky., Oct. 15, 2001—Integrated Spatial Information Solutions, Inc. (OTC BB: ISSS) announced today that its subsidiary, PlanGraphics, Inc., a spatial information technology services provider, has developed and implemented a new geographic information system (GIS) application for the New York City Office of Emergency Management. The Internet-based system provides information on the World Trade Center disaster, such as automobile and pedestrian restrictions and utility outages in and around "Ground Zero" in lower Manhattan.

PlanGraphics created and maintains an interactive Web site that receives map information from the Emergency Mapping and Data Center in the City's Emergency Operations Center. The center is staffed by City personnel, PlanGraphics employees and various volunteers, and operates 24 hours a day, seven days a week.

The Web site is updated daily by PlanGraphics and can be viewed at www.nyc.gov/html/oem/html/emols/emols_wtc.html.

The new system expands on the capabilities of PlanGraphics' "Emergency Management Online Locator System (EMOLS)," originally developed by the company under a $2.8 million contract with the New York City Department of Information Technology and Telecommunications. The contract was later amended to $4.2 million.

EMOLS is a Web-based system that directs residents of New York City to shelters in the event of weather emergencies and other disasters, providing available bus, train and subway routes to designated evacuation centers based on the address of a resident's location. This is the NYC Office of Emergency Management's first Internet application for the general public that uses GIS technology.
