PlanGraphics wins World Bank-funded E-government/Digital City Project for Panzhihua City, China

FRANKFORT, Ky., October 28, 2003—PlanGraphics, Inc. (OTC BB: PGRA), has been awarded a $540,000 contract to plan and prototype the implementation of e-government services for Panzhihua City, China. Panzhihua is an industrial city of approximately 1 million people that was founded in 1965 in Sichuan Province in southwestern China as an iron and steel complex. Panzhihua is now Sichuan Province's top exporter and most affluent city. The City government is focused on diversifying its economic base and has taken a leadership role in the "Digital City" movement in China.

PlanGraphics and its partners, Sichuan JKC Geographical Information Technologies, Inc., and Glocoms, Inc., will provide technical assistance on digital city to guide and improve urban, and information infrastructure in the city. E-government applications are expected to include an urban spatial information system, an urban planning management information system, an urban construction project management system, a land management information system, a population statistic information system and an industry and commerce information system. The World Bank is funding the project.

John Antenucci, president and CEO of PlanGraphics, stated at the contract signing and project initiation ceremony held yesterday in Panzhihua that "The City has taken both a thoughtful and aggressive position in taking control of the many databases that support city functions to develop a coordinated and comprehensive approach to electronic government and information management."

Specific services that the PlanGraphics team will deliver include a requirements analysis; an analysis of technical standards and specifications; recommendations on strategies for policies, regulations, and institutional structures; designing the public network infrastructure and information service platform; preparing an overall design and implementation plan; and developing a prototype system.
