PlanGraphics Selected to Continue Development of Kentucky's CSEPP GIS and Mapping Program

FRANKFORT, Ky., Oct. 9, 2003—PlanGraphics, Inc. (OTCBB: PGRA), has been awarded a task order by the Kentucky Division of Emergency Management to complete development of a comprehensive geographic information system (GIS) and mapping program for Kentucky's Chemical Stockpile Emergency Preparedness Program (CSEPP). CSEPP (http://kyem.dma.state.ky.us/csepp/index.html) is a federally funded initiative to assist state and local governments prepare for and respond to emergency events involving aging chemical weapons that are stored at the Blue Grass Army Depot until they are destroyed.

The recent project award is for Phase III of the CSEPP GIS and mapping program. During two earlier project phases, PlanGraphics developed digital base maps (topographic, aerial photograph and satellite images) and thematic maps for each of the nine counties (Clark, Estill, Fayette, Garrard, Jackson, Laurel, Madison, Powell and Rockcastle counties) comprising the CSEPP region and composite maps for the entire region. An extensive database of graphic and nongraphic information on more than 50 important features like schools, hospitals, day-care centers, evacuation routes, emergency response resources, etc., was also developed and added to the computerized GIS maps.

In Phase III, PlanGraphics will compile information on approximately one dozen additional data categories and add them to the GIS maps. Further, the computerized maps will be converted to a format that will allow them to be remotely accessed by local, state and federal CSEPP personnel over a secure Internet connection. Use of the Internet to provide authorized access to the maps will save county CSEPP and emergency response officials the time and expense associated with building their own individual CSEPP mapping systems. As a result, all CSEPP personnel will be even better prepared to protect the State's citizens. In addition, the Phase III program will provide CSEPP with the ability to conduct data searches using various techniques to find the location of facilities, sites and response resources. Phase III also provides for the inclusion of Jessamine County in the mapping program if the County is successful in its attempt to join CSEPP.
