PlanGraphics Completes Henrico County, Va., Master Address Database Project

SILVER SPRING, Md., May 27, 2004—PlanGraphics, Inc. (Pink Sheets: PGRA) has developed a comprehensive address management system for Henrico County, Va. The system includes a master address database (MAD) for both individual addresses and address ranges, and a suite of supporting applications to maintain the MAD, validate address data being entered into current databases, fix address data in legacy databases and allow database queries via the Internet for information based on an address.

PlanGraphics’ assignments included

  • design of the Countywide central address repository MAD data model
  • installation and initial population of the data model
  • application design and development.

The initial population of the database was accomplished by extracting and processing of address data from the County’s geographic information system (GIS), computer-assisted mass appraisal (CAMA), utility billing and Master Street Address Guide (MSAG) databases. PlanGraphics compared the addresses from each of these data sets to assemble a complete and accurate set of known addresses throughout the County. A field verification task was then performed to confirm the address data and to identify multiple addresses on a parcel that were not recorded in the source data sets.

The address maintenance application supports the assignment of new addresses by calculating the correct address based on the County’s assignment rules by entering new street centerlines and placing address points in the GIS database. The application maintains both individual addresses and centerline/address ranges. An Application Program Interface (API) was developed to be called by departmental applications for verification of correct addresses as they are entered. The legacy remediation application provides the capability to correct existing data by matching it with the correct data in the MAD and performing various formatting and local testing tasks. Finally, the Web browser application allows users, including the public, to enter an address and verify it against the MAD and its location displayed on a map.

PlanGraphics, as the prime contractor, was assisted by subcontractors Air Survey Corporation in the field verification task and Westin Engineering, Inc., in the application development task.
