PlanGraphics Leads Team in HLD/HLS Event FRANKFORT, Ky., June 6, 2005Web-based applications and services that a team led by PlanGraphics, Inc. (PK: PGRA) will demonstrate at a national conference in June are designed to promote better sharing of information among all levels of emergency "first responders." "We can use integrated technologies to improve the quality of response to natural disasters or terrorist attacks by putting better information in the hands of response decision makers," said Mike Langley, a PlanGraphics vice president and the team's program manager. "By providing data from multiple sources and developing superior information, we can ensure that responders have the tools they need to better plan and execute their response, resulting in reduced loss of life and property." The company's Enterprise Integration Group is taking the lead integration role in developing what Langley calls an "interoperability solution," which will be assessed and evaluated during a major homeland defense/homeland security (HLD/HLS) sponsored event June 13-23, 2005. The annual event, called Coalition Warrior Interoperability Demonstration (CWID), will demonstrate the latest in "C4ISR" (command, control, computers, communications, intelligence, surveillance, recon) technology. The U.S. Northern Command in Colorado Springs, Colo., is hosting CWID. PlanGraphics and its team members developed the interoperability solution over the last 18 months using data from a wide range of public and commercial data sources, as well as using its database middleware technology, Xmarc. The Kentucky-based trial has been tagged "KY SCENE" (Secure Collaborative Engagement Network for Emergencies). KY SCENE participants include, among others, the Kentucky National Guard 41st Civil Support Team - Weapons of Mass Destruction, the University of Louisville's Information Technology Research Center for Homeland Security (ITRC/HS) and the National Guard Bureau (NGB). Langley described KY SCENE as a collaborative effort that has brought together private technology firms; local, state and federal agencies; academic institutions and military units to deploy, exercise and test a technology solution set that can support data sharing and collaboration among first responders, including the military. Langley said that, as with any technology solution, the access to quality data is a critical component of the solution, adding that the KY SCENE team has received the highest quality data from Kentucky organizations like LOJIC (the Louisville-Jefferson County Information Consortium), TRIMARC (the Louisville-area organization for "Traffic Response and Incident Management Assisting the River Cities"), the Kentucky National Guard, and other state and local organizations. In the past, most CWID trials have focused on one component of technology, but the KY SCENE trial is an attempt to integrate multiple technologies that meet the requirements and needs of all levels of responders. "Much of the success of KY SCENE will be the injects, decisions and actions by responders as they use the technology during the trial," Langley said. "It is our hope that we not only demonstrate the capabilities of our combined technologies but that we promote collaboration and information sharing within the responder communities."
